(/P) —After one of the most spirited campaigns ever seen here, taxpayers by a majority of 75 per cent approved a proposal for bonding the city up to $1,000,000 for purchase of electric, water and telephone utilities still operated as units of the collapsed Foshay chain, which had headquarters at Minneapolis. But 80 votes were cast against the proposal. The same proposition failed three years ago, when but 91 taxpayers favored the bond issue. Through an act of congress, a 65 per cent majority of taxpayers was required to carry the bond issue.
