Summary:Troops of the Finnish government under General Mannerheim appear to be closing in on the revolutionary red guards at Uleaborg, on the gulf of Bothnia, according to news reaching Haparanda. A dispatch from that point to the Aftonbladet says the red guards in Uleaborg sent a delegation to General Mannerheim for the purpose of reaching an agreement with him, but that the general declined to deal with the rebels and arrested the members of the delegation as bandits.
