(AP) - A new source of Russo-Japanese friction was disclosed today when the foreign office instructed the consul general at Vladivostok to obtain the release of 10 Korean fishermen held prisoners by the soviet secret police and to protest to soviet authorities. An official report from Seoul, capital of Korea, said the secret police seized six Korean fishing boats in Possiet bay. Of the 34 men in the crews, 24 were released. Three Japanese fishermen were killed off Kamchatka peninsula June 14, allegedly by Russian coast guards. Japan sent a protest to soviet authorities, who charged that a Japanese destroyer had landed a party on Kamchatka subsequently.
