Summary:Mayor To Tell Of Safety Plan. MAYOR TO TELL OF SAFETY PLAN Mayor Charles L. Smith will explain plans to appoint 100 civilian "traffic observers" at the meeting of the Seattle Traffic and Safety Council at 6 o'clock tonight in the Arctic Club. Under the mayor's plan, civilian observers will take the license numbers of automobiles whose drivers violate traffic laws. The license number will be sent to the Traffic Violations Bureau and a letter of warning will be sent the motorists. After two such warnings, prosecution will follow, with the observer as the witness. Another speaker at the meeting will be Dr. Norman S. Hayner,associate professor of sociology at the University of Washington.
