STATE BUYS BONDS MABTON, Wash.—The $38,500 worth of new bonds issued for the refinancing of construction costs in joint drainage improvement district No. 1 near here have been bought by the state department of conservation and development, to which bondholders have turned over $114,500 of the old bond issue pending conclusion of the deal. The new refinancing issue totals $42,000 and the old one totaled $125,500. The only old bonds which have not been turned in and are delaying final windup of the deal are held by some Eskimos in Alaska.
