Summary:The Baltic Sea Region is characterised by various Hinterland areas. Most of them suffer from a long-term decline. But the problem of decline is not enough investigated, because of that the object of this article like a decline process in Hinterland areas was chosen. While the lack of literature and basic knowledge area felt. Foremost the conception of Hinterland, Vorderland, and decline is determinated. The experience of foreign countries like Germany, Karelia and Pskov Region, Russia is analysed in the article. When there were not univerally criterions and indicators, the methodology for decline evaluation was work out.
