Present were Mayor Vooys, Councilor Whaley and the Municipal Administrator Dorothy Way. The minutes of the meeting held on April 19, 2004 were read. Councilor Whaley moved the adoption of the minutes. CARRIED. Councilor Whaley's Solid Waste meeting was cancelled, the next meeting is May 26th, VBDC meeting was May 13th, and the next meeting is June 10th, the Library meeting is May 18th. Mayor Vooys has attended a Marquis Foundation meeting and the next FCSS meeting is on May 27th. Councilor Whaley to talk to Dick Ellis and see if they have an extra bin that the Village could use to put leaves and grass cuttings in., if not the village is thinking about fencing a area at the end of Center Street on the south side of the trees where the leaves and grass cuttings could be dumped. The test holes have been dug for the new water reservoir, but the village has heard nothing back on these tests. The grant form has been sent in for the West Nile Virus Mosquito Control Program. SeaCue Spraying has done the spraying for dandelions. Mayor Vooys to talk to Chris Bartsch about spraying the RV Park. The Municipal Administrator has talked to the Vulcan County on the dust abatement and their foreman was to come out and look at Railway Avenue. The Municipal Administrator will do a follow-up and talk to the Vulcan County again and find out what is being done. The 2004 requisition for the Marquis Foundation was received. The requisition for 2004 is $950.00. MOVED by Councilor Whaley that we accept this requisition. CARRIED. A letter was received from the Vulcan County on the Ambulance Takeover, 1st Responders, Rescue Squad and Emergency Communications Equipment on which they would like some opinions of how you would like to see the ambulance take over handled either locally or at the Provincial level. This letter is to be forwarded to Councilor Phillips so he can answer these questions. The Vulcan County has purchased the Canadian Pacific Railway’s Lomond Subdivision. Vulcan County is offering to sell the rail right of way within the Village of Milo's boundary to the Village of Milo.The County is offering the land as either a straight cash sale or through a 3 year payment plan with a 1/3 deposit and two equal annual payments. MOVED by Mayor Vooys that the Village of Milo will do the 3 year payment plan with a 1/3 deposit and two equal annual payments. CARRIED. The Municipal Administrator to talk to the County on how the Village will go about selling these lots after they have been purchased from the County. There are a number of people interested in this land. A letter was received from the Milo Community School on having a trench line dug for a water line from the Lions Park to the tulip patch and install a riser. The Village of Milo Councilors did not see a problem with having this done. The Townman Victor Crowe can cut this grass as this land now belongs to the Village. The Village Council set June 21st, 2004 as the deadline for the STEP applications. A date of November 16, 2004 has been set for a Communtiy Resource Fair Putting the Pieces Together in Vulcan. The Village of Milo will not participate in this. 2nd Street Extension was tabled to the July meeting A Regional Pandemic Tabletop Exercise will be held on June 7, 2004Trom 11:00 a.m. to 4:30 p.m. in the Town of Vulcan Chambers if anyone is interested in going. Benchmark Assessment Consultants Inc. sent a pamphlet for the Councilors to look at hnd make any changes if necessary. This pamphlet will be included with the assessment and tax notices when they are mailed out. There were no changes made to the pamphlet and the Municipal Administrator will let Benchmark Assessment Consultants Inc. know their decision.VILLAGE OF MILO MINUTES continued. The census count this year is for the Village use only. There are approximately 115 residents in the Village. By-Law #343 was presented to Council for reading. This by-Law is to authorize several rates of taxation imposed for all purposes for the year 2004. Mayor Vooys MOVED the first reading. CARRIED. Councilor Whaley MOVED the second reading. CARRIED. Mayor Vooys moved that the by-law be given a third and final reading at this meeting. CARRIED. Councilor Whaley MOVED the third reading of By-Law #343. Another school year behind us, and the warm summer days (I hope!) stretched out before us. We did manage to pack a fair bit into the last part of the school year, and following will be some of the highlights. On May 25th, the grades 1 to 4 visited the Children's Festival in Calgary. We had the pleasure of attending Catherine Aran's performance while there. Ms. Aran is from Wales. She is one of five storytellers who perform bilingually in Wales, and the first in Britain to be employed by an Area Council. She works under the official title of Cyfarwydd (pronounced (Kugh var with). The tales she tells were collected and written by a master bard in the 12th century. Ms. Aran's skill was very evident, and what she provides truly is an art. By using elements of Pantomime, television cartoons, and stand-up comedian she keeps her audience spell-bound. We heard four of her stories, and each closely followed the tradition of fairytale. They were the Giant of Cwm Idwal, Hywel the Brave, Why the Sea is Salty, and The Clever Cake. There were many interesting interactive activities for the students to do in the park between programs including face-painting, live entertainment, wading pool, giant bubble maker, and connecting straws and joints to build huge 3-dimensional structures. On June 2nd, the same group of students traveled to the Science Center. While there both classes were able to enjoy a show in the Discovery Dome. The Grade 1 and 2 classes enjoyed a new exhibit, WOWTown, for the first hour. The most popular activities there were the WOWTown Crane, The Urban Crawl, Bright Lights and Backyard Shadows, Bee-ootiful Life and Buy me the World. After WOWTown, Amazing Sounds, and a peaceful lunch outside by the waterfalls, we had time to enjoy some of the exhibits on the gravity floor. This by far, was the place to be. I had never visited the Science Center before, and now that I know what it is all about, I will be sure to allot more time to the gravity exhibits. Ideally, we should have spent the entire day at the Science Center, then camped out over night in the Discovery Dome. It was a lot to pack into one day, and we were exhausted by the time we reached Milo. Moms and Dads, be proud of your little ones. Their behaviour was exemplary! Have a great summer, everyone. The July 1 holiday was established by statute in 1879, under the name Dominion Day. There is no record of organized ceremonies after this first anniversary, except for the 50tft anniversary of Confederation in 1917, at which time the new Centre Block of the Parliament Buildings, under construction, was dedicated as a memorial to the Fathers of Confederation and to the valour of Canadians fighting in the First World War in Europe. The next celebration was held in 1927 to mark the Diamond Jubilee of Confederation. It was highlighted by the laying of the cornerstone by the Governor General of the Confederation Building on Wellington Street and the inauguration of the Carillon in the Peace Tower. Since 1958, the government has arranged for an annual observance of Canada's national day with the Secretary of State of Canada in charge of the coordination. The format provided for a Trooping the Colours ceremony on the lawn of Parliament Hill in the afternoon, a sunset ceremony in the evening followed by a mass band concert and fireworks display. Another highlight was Canada's Centennial in 1967 when Her Majesty Queen Elizabeth II attended the celebrations with Parliament Hill again being the backdrop for a large scale official ceremony. The format changed in 1968 with the addition of multicultural and professional concerts held on Parliament Hill including a nationally televised show. Up until 1975, the focus of the celebrations, under the name "Festival Canada", was held in the National Capital Region during the whole month of July and involved numerous cultural, artistic and sport activities, as well as municipalities and voluntary organizations. The celebration was cancelled in 1976 but was reactivated in 1977. A new formula was developed in 1980 whereby the National Committee (the federal government organization charged with planning Canada's Birthday celebrations) stressed and sponsored the development of local celebrations all across Canada. "Seed money" was distributed to promote popular and amateur activities organized by volunteer groups in hundreds of local communities. The same approach was also followed for the 1981 celebrations with the addition of fireworks displays in 15 major cities across the nation. On October 27, 1982, July 1st which was known as "Dominion Day" became "Canada Day". Since 1985, Canada Day Committees are established in each province and territory to plan, organize and coordinate the Canada Day celebrations locally. During the summer of 2003, the virus was found in mosquitoes, birds, horses and humans in the province. One in five people who do become infected become ill. Severe illness associated with the virus is rare, but risk increases with age. This Alberta Health and Wellness site is well organized and contains information and advice about West Nile. The graveling crew have been out working for over 2 months but the rain has held up progress somewhat. I don't know yet when they will be in Division 7. I have to admit our roads are not in very good condition by the time our local grader gets the 3 roads that he has to do once a week, there isn't time to do the others before it rains again. I don't know when we've had so many so large soft holes in our gravel roads. We took $540,000 out of the railroad money to buy 2 graders. I had hoped these units would spend most of their time in the east part of the county, but this is not the case. When a gravel road is not maintained for 2 months, there must be something wrong with the system, I think. I have always maintained the C.P.R. money must be used for roads in some way. Counselor Logan has proposed an entirely different use for this money. To me, this is totally unacceptable. If you agree with me, please let the other councillors know, if you don't agree, let me know, so I can vote accordingly. Without rate payers support, all or some of their money will be lost to the road program. The ferry road west of 842, is so bad, it is almost unsafe to drive on. We are hoping this road will qualify for a haul road grant. So county funds won't have to be spent on it, but how long can we wait? The 2 gophers exterminators machines have been out almost everyday since they were purchased. I don't think they work as good as expected, but they do work. If you use hard water the chemical will not foam properly. So keep that in mind if you are going to use them. Congratulations to the Milo Community for the well planned Hoedown held on Sat. June 19. A large crowd was kept busy and entertained all day and half the night. Many thousands were raised through donations and other activities. Although the rides were cramped and noisy, we still had a great time. The counselors were nice and the food was great. We learned how to play lots of games and they were all fun. The days were long and the nights were cold but we still had a lot of fun. Camp Chief Hector had beautiful scenery. We found out that Camp Chief Hector has the most fragile ecosystem in the world!! Drew and Garrett (ieft)seem to be in the land of giants perched on top of a giant ant hidden in tall blades of grass with a huge human eye watching their antics. 2 SNAKE VALLEY HOEDOWN JUNE 19 The weather was beautiful, the crowds large, and there was plenty of action June 19 at Milo’s Snake Valley Hoedown. Vince Stevens thought that this community needed a party, and yet recognize how deeply we have been affected by cancer. The idea was to have fun, celebrate with survivors, encourage patients, and remember those we have lost with all proceeds going to cancer charities. The result was a day of fun, a few tears and over $50,000 to be donated to three charities: the Alberta Children’s Hospital Oncology Program, the Tom Baker Cancer Foundation and the Canadian Cancer Society. Over 600 people attended throughout the day. There are still a few funds to come in and a few bills to pay so the final figure will be announced next month. The plan is to present these charities with their donations from the Hoedown at the Lion’s Barbecue in August. Thanks, Vince, for a great idea. So many people and organizations helped with this day and we cannot name them all in this article. Thanks to all of the volunteers, donors, sponsors and the people who attended. During the weekend, Milo Hotel hosted their annual beach volleyball tournament and 24 teams participated this year. Everyone enjoyed playing and watching. Saturday started with a series of garages sales around the village. There was something for everyone. Thanks to those who hosted these sales. You helped add to the day. The Booth kids pose with the Calgary Police Service Hummer. The food was great! The Hoedown had hamburgers and smokies for lunch, BBQ beef for supper, popcorn, and candy floss. Thanks to community businesses for having the ice cream cones and other cool treats needed on such a warm day.The Mini-Golf “course”. Thanks to the local children who helped work at the afternoon carnival. The afternoon carnival featured a dunk tank, mini­golf and golf putt, jump castle, bean bag toss, face painting, hay rides and rides in the Calgary Police Service Hummer. At the east end of town and at Charlie Mingo’s, there was a display of antique tractors, cars etc. The hall was busy with a silent auction, historical display, displays from the Canadian Cancer Society and the Children’s Hospital, and an afternoon performance of “Annie” by the Lomond 4H Drama Class. Throughout the day, main street featured performances by the Shriner’s Oriental Band, Raylene Scarrott, and Mandy and the Pool Boys. After supper, we remembered those we have lost with a prayer, moment of silence and bag pipe music. A head shaving auction for the 11 very generous people who volunteered raised an enormous amount of money with pledges and bids. The Jump Castle was “hopping’ The Justin Ament Band played for a street dance in the evening. At dark, luminaries were lit. Luminaries came from the Canadian Cancer Society Relay for Life. At 11:00, the crowd was awed and “oohed” as they watched the spectacular fireworks display. Jana Godkin takes the plunge for charity.The Beach Volleyball Tournament took place all weekend (court is located between the curling club and Lions Park). The Lomond 4-H Drama Club performed “Annie” at the hall Saturday afternoon. Raylene Scarrott (nee Northcott) performed songs from her newly released CD.Around 250 luminaries were lit at dusk. Luminaries are from the Canadian Cancer Society Relay for Life. Buyers personalized them with names of survivors, patients and those we have lost. Lined up along the south side of main street, they were beautiful and a fitting tribute to those affected by cancer. A very special thanks to those who shaved their heads for cancer. An enormous amount of money was raised from pledges and the auction. At the same time, I realized how lucky I was to be healthy when many oth­ers in my community have fallen to or been touched by cancer. I wanted to do something for these people, but what could I do? I de­cided to run in the Terry Fox Run to show my support and raise some money that may help make a dif­ference. There was less than 48 hours before the Run and I didn’t even have a pledge form. I went to the website and registered online, ft only took me five minutes. I wrote a little note explaining why I was running and who I was dedicating this run to. I challenged my friends and business associates to either sponsor me or run with me. showed her my letter and then took her to the website to show her I was registered. We were both amazed, I already had a $100 do­nation! Someone was sitting at their computer when the email came to them. It was a lot of fun to check the website and see how my sponsor­ship was coming. It was so easy, and I didn’t have to worry about collecting money, either. Everyone who pledged online had a tax re­ceipt emailed to them. In less than 48 hours, I had collected close to 12500.00. Some of the donations came from people I hadn't even emailed myself. The Milo United Church would like to see the church remain a community building, so they approached the Library about relocating. The Library Board is currently investigating all options. The Milo Community School is not and has not requested that the Library move. In fact, the partnership works very well for both of us. Our relationship with the School has always been wonderful. The library is considering the possibility of relocating as space is limited at the school. The rumour about the school was totally ridiculous, and we have no idea how, where, or why it started.
