Present were Mayor Bath, Councillor Vooys, Municipal Administrator Colleen Deitz and Townman Mike Hingley. The minutes of the meeting held on May 19, 1997 were read. Mayor Bath moved the adoption of these minutes. CARRIED. The meeting with Bill Maher and the Contractors with regards to the Street Improvement has been rescheduled for June 17 @ 11:00 a.m. MOVED by Councillor Gilbert Vooys that the following members will now form the Municipal Planning Commission, Mayor Charlotte Bath, Councillor Gilbert Vooys and Lome Umscheid. CARRIED. Meeting was scheduled for June 23 @ 9:00 a.m., this has now been rescheduled for July 25, 1997 @ 7:00 p.m. The straw bales surrounding Bruce Carson's- Trailer have been removed. The person that was going to purchase the Village gas tank has since purchased another. Council requested that we advertise for bids. Resumes were reviewed for the Step Student position. MOVED by Counillor Vooys that Justin Way be hired effective July 2 for the Village of Milo step student. CARRIED. Council discussed the 1997 Budget as proposed by the Municipal Administrator. Bylaw #316 was presented to Council for reading. The Bylaw authorizes several rates of taxation imposed for all purpose for the year 1997. Mayor Bath moved the first reading. CARRIED. Councillor Vooys moved the second reading. CARRIED. Mayor Bath moved that the by-law be given a third and final reading at this meeting. CARRIED. Councillor Vooys moved third reading of By-law 316. Council discussed the location of the Village Gravel Pile. Concerns have been brought up about this location come winter. We will contact the County of Vulcan and see if we could store our gravel by the County Shed across the Highway. The Town of Vulcan was here for the last time, since Townman Mike Hingley has received his conditional certificate. They no longer use NIAD, therefore they have sold us the remaining drum at 1/2 the cost. The Bike Path Committee has approached Council on hiring the Townman to mow around some of the path. This had been previously agreed upon. t Some Village residents have requested that we mow the weeds down that are located up in the subdivision, this property in question does not belong to the Village. The Municipal Administrator is to contact the party that farms this land and get written permission for the Village to mow.Council discussed the condition of Railway Avenue. Municipal Administrator Colleen Deitz will contact CPR again this year with regards to trenching on their property to lower the water level. Don Holmes has advised that his sump pump keeps running. Townman Mike Hingley advises that he can find' no indication of a leak at present. There is no difference in pressure at the plant. Council discussed that once the road repairs have commence in front of his residence that we should be able to notice a leak at that time. The next Council Meeting for the Village of Milo was set for July 21, 1997 at 7:00 p m. in the Village Office. Present were Mayor Bath, Councillor Vooys, Councillor Simmonds, Municipal Administrator Colleen Deitz and T&wnman Mike Hingley. The mmutes of the meeting held on June 16, 1997 were read. Mayor Bath moved the adoption of these minutes. CARRIED. Deelane Simmonds took the Official Oath of Office to become a Village Councillor. Councillor Simmonds will be on the following committees: E 9-1-1 Milo & District Recreation Board Milo Community-School Advisory Council Carmacks started the work on the Street Improvement July 9, 1997. There is still some work that has to be completed. The curb on First Street South is not joined to the street properly, and the painting of the yellow line at the entrance needs to be completed. Frank from Lee Maher will be out on the 29th of July to go over the arrangements of completing this project. The County of Vulcan was out on July 24, they were to come and put linear posts up at the entrance as soon as they receive them. Robert Straus with the County advised that he would be looking into completing the entrance properly, as it joins onto the County Highway. Townman Mike Hingley advised that we have reached an all time high for water consumption in one day of 732,000 m. of water. The water plant is operating v.ery well, and we have no shortage of water. We are using much more chemicals, however, this is expected with the increase in consumption. The Villages weed whipper is not running properly. It is not a commercial one and is having difficulty keeping up to the work that it is doing. Mike Hingley is to look into the cost of a commercial weed whipper. The last fill on the fire trucks was for 107 liters of gas. No bids were received on the Village Gas Tank. Council requested that we advertise again in August, for bids. We have not received a reply yet from the County on relocating the Village's gravel pile. Council requested that a letter be sent to the County of Vulcan #2 requesting that there be a speed limit reduction on Highway 542 past Milo. Also, we need to send them a letter on the condition of this Highway, and state that we are infavor of widening this Highway. Mayor Bath advised that the County of Vulcan Solid Waste Authority received the estimates on the transfer stations for Milo and Lomond. These estimates were extremely high, so they are looking at getting transtors for these two areas. Each transtor holds 15 tonnes, so Milo would need 2. Discussed the proposed E-9-1-1 service. Council decided that we need to inform the community of the costs. A notice is to be put in the next can opener requesting that anyone with objections to contact the Village Office.Dave Sletto advised Mayor Bath that Terry Mehmel of the Vulcan R.C.M.P. would like to put on a Crime Prevention Meeting in August. Council had no objection to this meeting. However, the meeting would have to be held in the Hall and the Milo & District Ag. Society will have to be contacted with regards to rent. Council discussed the problems of the fire that was out at Lyle Nelson's. A letter is to be sent to the Milo & District Fire Association suggesting that they have alternates for their Fire Phones if the members with them are going to be away. Also, suggest the possibility of holding another training session on how to run the Fire Truck, and to put a diagram in the truck on how to pump the water out of the truck. Municipal Administrator, Colleen Deitz, advised that she would be away for the week of August 10-16. Therefore, the Village Office will be closed on August 12 & 14. The next Council Meeting for the Village of Milo was set for August 18, 1997 at 7:00 p.m. in the Village Office. Kimberly also graduated this year from Stony Plain (a class of 244 students) and is now working for a giftware company in Vancouver. She'll enjoy to see the pictures. For now she's actually living with Dwayne and Verna Peterson (Sheila's son) and their family and doing great. Dayle is going into Grade 11 and. Bryce is going into .Grade 9. I still teach mostly Grade 8 L.A. and S.S. and Barry ■works for Hail and Crop Insurance and lives in Vermillion during the week. Like to keep up with things through the Can Opener and we see our families often. The kids have also been able to keep some contacts so thej know where some of their roots are. Ire. f\jeJs<3^ AVON BUBBLE BATH This is an excellent 'streak free cleaner. Cuts grease, leaves a shine you won't believe and is gentle on the hands. It is not a soap, has no detergent so it leaves no residue or film on anything. No rinsing is required. HERE ARE SOME USES TO TRY: 1. Use to clean chandeliers or any light fixtures. 2. Windows, mirrors or any glass; even china or ornaments. Wash, then wipe dry. 3. All your appliances in the kitchen, stove,fridge, also toaster, kettle etc.(dr3iDf o^jl A. Wash your plant leaves with it. They just shine. After, feed it to your plants for fertilizer. It's great. 5. Wash all floors with it, especially no wax finish floors. Remember, it's not harsh to the finish and it cuts grease Leaves no dulling residue so your floors look like they have been waxed. 6. Any spots or spills on upholstery, rugs, car seats etc. Just take straight bubble bath on a damp cloth and rub the spot. It removes just about any stain and will not leave any trace where the spot was. Don't wet the spot with water; just the damp cloth with bubble bath on it. It's the water that will leave a trace of where the spot was. Use it as a total rug shampoo. Carpets come out soft and clean and smell nice, too. 7. It is a terrific jewelry cleaner for costume jewelry and the real stuff, too. 8. It is an excellent pet shampoo. Your pet will smell so nice and there is no soap in this to irritate the skin. _0f course, you have to rinse your pet off after washing. The hair is soft and shiny. 9. One or two capfuls does a whole load of wash, clean as a whistle. Especially great for colors you don't want to fade'. Gentle but cleans efficiently. Does a super job from dirty, greasy work jeans to delicate lingerie. 10. Ever splatter grease on a good blouse while frying bacon? . and then laundered the blouse to find the grease spot still there? Next time, put straight bubble bath on the spots, let sit a few minutes and throw in the machine. They're gone. 11. Wash cars with it; leaves'no hard water streaks. Use inside and out. 12. Wash your delicate drapes uith it. They smell nice and fresh and they are CLEAN. 13. Use it to clean your venitian blinds. Just wipe them with a cloth wrung out from bubble bath water. They shine. 11. Wash walls and ceilings. Does a great job. No rinse, no streaks. Also great for wiping down panelling. They'll look like they've been waxed. 15. Clean your reading glasses with it. ^ 16. If you have a potpourri burner, put some bubble bath in it with a bit of water and your house will smell nice. 17. Try washing your cupboards uith this. Wood cupboards, painted ones or the European style come out clean. 18. When your cleaning is- all done, have a nice, relaxing bubble bath in itl ! ! Another good road patrol operator gone. These men of many years experiences are hard to replace. Our dirt crew is making good progress. Some of our machine operators have moved on to greener pastures but Nick has managed to find replacements for them. We really would like to finish that road construction job before winter. The Champion grader in this area has many design flaws in it and it is down for repair far too often. These are all on warranty but the roads are not getting done. Tim, the operator, is not happy at all having to stop for repairs constantally. I never believe in buying anything but the best. The money you save buying cheap is later spent on repairs. Our Cat machine will usually run many thousands of hours before many repairs are needed. They cost $40,000 or more but it is money well spent. The Western Star truck ■ with the gravel box on it has finally arrived and I see it around here working on the dust control program. This dust control has been frustrating for everyone, but the machine we use is so obsolete that some parts have to be made in a machine shop. There aren't many of these used machines around and even old and well worn they are expensive. It is unfortunate everyone has had to wait so long to get there dust control this year. If the Council had known how hard it was to get repairs, the program probably wouldn't of went this year. After the farmsteads are finished the crew will do the hamlets next. With are limited staff and tight budget we may have taken on too many projects this summer. We still have the "Marshall" road to do yet, but it will be contracted out. Councillor Davey tells us that our solid waste station is still going to go ahead but will be quite a bit different from the other ones. They have found the Brant one is too small to handle the garbage over there. The gravel crew has moved to the Brown pit now so anyone wanting gravel can get loaded on Wednesdays. Have any of you heard of the Trans Canada Trail? Apparently it is a hiking, biking trail that goes from Newfoundland to Vancouver Island. It will pass thru the County coming from Hayes to Lomond up along the lake to Milo, use the Milo bike path then go along the Canal to Carseland, or so I've been told. Is Trudeau still around or what? We ventured down to Fort Macleod on July 8th, to the Girl Guide camp. It is a very nice area and is open to rent not only for Girl Guides but for family reunions, etc. It is easy to get to from Milo and the girls really enjoy it at Camp Okeekun as we have gone there for several years. The Champion Brownies and their leader, Dawn Rigby from the Champion Inn, came along with us, so it was fun to meet a new unit and have lots of fun with them as well. The camp was based on the theme of “Carnival!” , so it proved to be very fun ! Along with some camping skills and nature studies, the girls enjoyed a “carnival”, right from the games to the candy apples! They were named “The Ferris Wheelers” and “The Roller Coasters". The girls decided to name the leaders and they came up with Cotton Candy for Jo-Anne Wilson, Clown for Dawn Rigby and Balloon for Monica !! I think Jo- Anne was honored with the best name ! Dawn was a wonderful cook and we all felt as though we were on a holiday with the yummy meals. Jo-Anne led a great campfire and ole Brown Owl kept the girls guessing lots as to “what are we going to do now” !!! The weather was the best of what summer has to offer and there were very few mosquitoes !! All in all it was a camp to remember for many good reasons. Our unit will be starting up again in late September and it is looking very good with a possible eleven girls attending. Until next month. This river runs through Ivvavck National Park, the first National Park in Canada to be created as a result of an Aboriginal Land Claim Set­tlement . (1984) II The name means a place for giv­ing birth Qrsid. is the calving gro­und for the 160,000 plus Porcupine Caribou herd. Our group of 12 clients and three guides were flown to the Firth river from Inivik on a twin Otter with tundra wheels and a single engine Otter on floats. The float plane landed on Margaret Lake and the twin Otter on the Tundra. The rest of the first day was unloading rafts,food and pers­onal gear. After setting up our tents and rocking them down, as we had strong wind conditions and as most camps were on a gravel bed, stakes were not enough to sup­port them. The next chores were inflating and assembling our rafts. These rafts had four air compart­ments that needed inflating plus a steel frame that was laced to an outer safty rope that was attached to the raft. This frame supported our guides seat and oarlocks as well as hanging baskets that all our gear was stowed and lashed down in. Nothing was left on the floor of the raft or successive bumping on shallow rocks would increase the chance of tearing the raft floor. Our rafts carried five people each. The guide on a raised seat in the mid­dle with ten foot oars, the gear laced in at one end and the four paddlers at the other end or front. We were then ready for the wrath of the river. The next ten days were filled with the excitement of the river. Every bend and every set of rapids was a new experience. In rougher water we would pull the rafts ashore and scout the rapids and water channels trying to pick the best route. We would camp and climb in the mountains or walk the Tundra - admiring the ever changing terrain. The rock formation and color was unbelievable and the valleys and hills a maze of flowers and plant life you wouldn't see elsewhere. The wildlife was another experience, we watched Grizzly bears, wolverine caribou, wolves, fox, ground squirrels, etc. There were Ptarmagin, Golden and Bald Eagles, falcons and a variety of ducks and shore birdr and of course the water held Arctic gre yling and Arctic Char . by: farry Umscheid As we approached the Beaufort Sea, a whole new experience was in store for us. First back to history--On the Coastal Plains a bed rock knobmetres-called a Engigstciak. This was used by prehistoric lookout post, a butchering spot, a rest mineral licks on the north- rose almost 200 hunters for at least 3000 years as a site and a fishing spot. There is two active west siderstillused by caribou. Sir John Franklin travelled the area m 1826. Then European whaling ships and in 1905-1906 Ronald Amundsen travc led the river to announce completion of the first Northwest Passage. The minerals also show marked evidence of exploring as early as 1898. As we approach the delta there is ten miles of shallow water braided with channels to a width of several miles. This area is flooded by the river overflow and as we approached it, there was dense fog narrowcuts running everywhere through approximately six feet of ice was an eerie feeling to be floating narrow channels in they weren't sealed off before we reached the delta. In one area you could look back over the through the fog and ice, the open delta only to find shallow rafts and pull and push our rafts deep water again. We then paddled water for planes to land and take all winter and It the ice and hoping one area ice and see the heads of the other rafters drifting a Caribou cow and calf crossing beyond them. Eventially we broke through the ice to water. We finally had to get out of the for roughly onehalf mile until we got to to Nunaluk. Here we were in deep enough us to Herschel Island. The float plane arrived at 10;00 p.m. Herschel Island. Even though it's after greeted by the Inuit wardens of the island and are It's 2 A.M. when I go to bed, but the next morning advantage of the short stay here. Herschel Island, the Y ukon's first territorial it's tenth anniversary while we were there, so our and dignitaries for a caribou roast dinner, lectures as well as the freedom of the bath- Pauline Cove, where We landed,is the only deep water bay capable of handling the ships and whaling vessels that once plied these waters. There are ice houses dug into the permafrost before trade. There was an Anglican mission near the turn R.C.M.P. barracks also. The Inuvialut hunters from use the Island for hunting Polar Bear in the spring summer as well as Beluga Whales.
