Grant Lahd Let a smile be your \\ y umbrella and you'll be wet as well as stupid- * W\VILLAGE OF MILO Minutes from April 21, 1997 Meeting The regular meeting of the Village of Milo was held on Monday, April 21, 1997 at 7:00 p.m. in the Village Office. Present were Mayor Bath, Councillor Vooys, Councillor Gross, Municipal Administrator Colleen Deitz, Townman Mike Hingley and Harry Ziel from Delanoy Den Hoed Ziel. The minutes of the meeting held on March 17, 1997 were read. Note was made that correction for the committees that Darlene Gross would sit on. She is not on Oldman River Intermunicipal but is on Milo & Distnct Fire Association. Mayor Bath moved the adoption of the corrected minutes. CARRIED. Harry Ziel from Delanoy, Den Hoed, Ziel arrived at 7:00 p.m. and went over the Financial Return for the Village for 1996. Council was presented with the terms of engagement letter and a letter of comments as a result of this year's audit. Harry felt that Council had a successful year. He stated that the controls at the Village are operating very well with all disbursements being approved by Council and properly supported with invoices. Revenues are being properly recorded and the total of the receipts match amounts deposited. The Municipal Administrator is to advertise'in the Can Opener, that the Financial Reports are completed and available for public viewing on April 29. Harry Ziel then presented Council with their audit fee for 1997 which would be $2,900.00 plus G.S.T., which is unchanged from 1996. MOVED by Mayor Bath that Delanoy, Den Hoed, Ziel be appointed as auditors for the 1997 Financial year. CARRIED. We received a quote for purchasing 100 Village Pins from Milo Promotions, the cost is $289.00 plus GST, if these pins are ordered and paid for before April 30, we will receive an additional 10 pins. MOVED by Councillor Vooys that the Village order 100 pins from Milo Promotions. CARRIED. Request has been received to reclassify Lot 6, Block 2, Plan 2930DM from Commercial to Residential. MOVED by Mayor Bath that we proceed with the requirements necessary to rezone this lot. CARRIED. The pin has rusted out on the water main leading to the trailer lots in the Village. This wall have to be dug up and a brass pin put in. McCallum's Backhoe Service has been contacted and will proceed with this work once the Telus Lines have been marked. The Town of Vulcan will be coming on Mondays to review the running of the Water Treatment Plant until we have received our operating license. The snow fence in the park has been removed, except for two stakes due to them being frozen in the ground. Councillor Vooys is looking into the cost of purchasing new snow fence for the subdivision area. UFA will be submitting a brochure with the costs of their snow fences. MOVED by Councillor Gross that we replace the manifold on the Garbage Truck from D. Archambault. CARRIED. The furnace at the pumphouse went out again this afternoon. Sunshine Gas was contacted, however it was the wind the keeps putting this out. Mike took 18 Milo Students on a tour of the Water Treatment Plant. Council discussed the maintenance of the streets, tractor and garbage truck. We are still looking for a replacement garbage truck. Mike advised Council that someone has cut a hole in the fence at the Milo Dump. The County of Vulcan Solid Waste Authority has been notified.A seal will be put on the Milo Seed Cleaning Plants water meter bypass valve. Repairs have been completed to the water meter at the Bill Watt residences. The lock on the water meter at Ron Marks will be changed. A letter of notice is to be sent to property owners residing out of the Village, that are connected to Village water, who do not have a meter install yet, that they will have until May 31, to have one installed or their water could be shut off. Councillor Gross completed the Village Census last week. The Municipal Administrator has compiled the information. Results of the Census are: Total Village Residents 121 Break down: Number between the ages of 18 - 64 66 Number over the age of 65 25 Number under the age of 18 30 The Municipal Administrator is still proceedmg with the change in title of the Bittorf Property to the Village. Council discussed the Street Improvement Project. The tenders have all been received, and Lee Maher Engineering is requesting our acceptance of the lowest tender of $71,186 from Carmack Enterprises. Council discuss the problem that we are now having with regards to the entrance to the Village. It would appear that we were incorrectly advised that we only required 3/4 consent. Since there is not 100% consent for the transfer of this section of the road, to the County of Vulcan, we can not proceed with the original plans. Lee Maher is to be contacted, and advised of the changes, so that new drawings can be made, and submitted to the County for approval. This land is in the County of Vulcan boundaries, therefore it is technically up to the County of Vulcan to acquire and not the Village. We have discussed with the County of Vulcan about reducing the speed on Highway 542 the passes by Milo. If this intersection is changed to a proper T intersection, the speed limit will have to be reduced for safety reasons. MOVED by Mayor Bath that we have a weekly rental charge for the summer R/V park of $60.00 per week. CARRIED. By-law #315 was presented to Council for reading. The By-law authorizes the establishment of an Assessment Review Board. Councillor Gross moved the first reading. CARRIED. Councillor Vooys moved the second reading. CARRIED. Mayor Bath moved the By-law be given a third and final reading at this meeting. CARRIED. Councillor Vooys moved the third reading of By-law No. 315. MOVED by Mayor Bath that there be a fee charged of $25.00 for any appeal made to the Assessment Review Board. CARRIED. The Assessment Review Board will consist of the three Village Councillors. The hearing is set for May 7, 1997 at 7:00 p.m. The next Council Meeting for the Village of Milo was set for May 19, 1997 at 7:00 p.m. in the Village Office. Everyone is welcome to attend!!Terry Fox Run Milo has once again raised the top amount per capita for the Terry Fox Run in Canada. Jo-Anne Wilson and Joanne Monner had the honor of hearing Betty Fox speak at a Terry Fox Run workshop in Calgary. She travels across the country and around the world for 5-7 months of the year telling Terry's story along the way. She should also be counted as one of Canada's heroines with her continued devotion to this very worthwhile cause. She stated that due to the fund raising campaign of the annual Terry Fox Run, Canada is now one of the top countries in the world for cancer research whereas when Terry was being treated, Canada was very near the bottom. The percentage of government money towards cancer research has not increased over this time. The reason they split off from the Canadian Cancer Society was because too much money was going towards administration. By forming the Terry Fox Foundation they have gone from spending 35% on administration down to 15%. The goal is to reduce this to 12% by the year 2000. Our annual run will be held on Thursday, Sept. 11th, 1997. As the day was fairly cool, little else was discovered in the water, but it was a fun way to celebrate Maurissa’s birthday ! We would like to THANK the community very much for the great response to our annual cookie campaign !! Fifty-five cases were sold ! Not bad for five Brownies !!! They were given “The Top Cookie Award” crest from our Prairie Rose Area. Great job girls and again thank you very much to everyone who purchased the cookies. The girls made a personalized picture frame for their Moms as a Mothers Day gift and it sounds like the Moms were quite pleased. On May 10th a special day was had at the Area Rally in Black Diamond. Over 200 girls attended and with lots of activities and new girls to meet, the unit realized there are a lot of Girl Guides living not too far away! The girls learned how to use the pay phone on mainstreet this month and as we were so close to the restaurant, we thought a float would taste good. And it did !!! All in all, the month of May was a busy one and now plans for summer camp will begin ! Until next time. The Village of Milo requires a Summer Student for the months of July and August. Milo met and beat Arrowwood's challenge by cleaning 102 miles. Special mention needs to go to Helen Thompson who cleaned 18 miles herself and also to the Youth Group of Milo who cleaned 20 miles. Phyllis was born December 14, 1924 at Kincaid, Sask. Following her high school years, she attended three years of normal school to begin her teaching career first at Carlyle, Queenstown. It was while she was teaching there she met and married George Oliver Nelson. She then taught at Milo. Phyllis is survived by a daughter Nan (Gary) Robertson of Fairview. Two sons Tom and Betty, and Ross of Milo. Six grandchildren, Dena, Denver, Davin, Lyle, Mary and Willy. A brother Ted (Shirley) Hall, a sister Meta White. Numerous nieces and nephews. Phyllis was predeceased by her husband George in 1986, a grandson Joseph in 1985, her father Joseph Hall, mother Reta Hall (nee: Laurie) a brother-in-law, Del White. She is survived by two daughters, Blanche Malcolm (Lynden), Calgary, Marjorie Braaten, Everett, Washington; son Ronald (Marlene), Radium, B.C.; and nieces, Della Borlund, San Bernardino, California and Shirley Irwin, Yakima, Washington. Also surviving are ten grandchildren and twenty great-grandchildren. She was predeceased by her first husband Amos Roy Laughren in 1925, her second husband Myrle Palmer in 1961, by her sister Ruth and brother Earling both in 1927, anu by sister Hjordis (San Bernardino) in 1995. Born in North Dakota, she came with her family to the Queenstown area of Alberta in 1908. She was a true child of Alberta's pioneer era, growing up in the homestead atmosphere of a new Province, experiencing the great comradeship of the early settlers while enduring isolation, devastating winter storms and the threat of prairie fires. She was one of the first telephone operators for Milo Central and later served as Postmistress at Shouldice, Alberta, where husband Myrle was a grain buyer for the Alberta Pacific Grain Company. Upon the death of her father in 1955, she and her husband took over the family farm at Milo, which she operated until moving to Calgary in 1959. Throughout her life she was known for her staunch independence and recognized as an excellent cook and homemaker, able to sustain her family when resources were few. Her home was a centre for family gatherings throughout three generations. She will be greatly missed by all who knew her. The family wish to express their sincere appreciation to the staff of the George Boyack Nursing Home for their kindness and support. Dorothy was a Life Member of The Gideon Society and she would have appreciated donations to The Gideon Society in lieu of flowers.
