REPORT Widening Grain Gap: The Soviet Union, once one of the world's largest grain exporters, now must import 25% of the grain used in Russia, an amount that seems certain to increase both the magnitude of the problem and its im­pact on the super powers - all spelled out in a study just issued by World Watch Institute, a Washington D.C. based organization. Each day now, two 20,000 ton freighters full of wheat and corn sail from U.S. ports to the Soviet Union, while others set forth from Canada, Argentina and Australia. No other country in history has had to buy so much foreign food. Why the chronic shortages in a nation with half again as much tillable land as America? 1. Severe Climate - results to only one crop per year while the U.S. is able to grow two. 2. The very structure of the State-run farm system, bureaucracy, sagging worker moral, is working against the Soviet goal of food self-sufficiency. Russ­ian farmers are bound by red tape and long range Government. An American farmer can respond to world markets and weather by shift­ing crops on the spur of the moment - something unheard of in the Soviet Union. 3. Lack of technology, fert­ilizer and equipment shortage further harper efficiency. In the long run, says World Watch, an increased Soviet dependency on U.S. grain will be clear political advantage of the United States. The reason: "A nation whose own survival.now depends on foreign grain, might think twice trying to incinerate the country that is the source of half the world's ex­ports . " James R.
