| Summary: | The involvement of public organizations in the implementation of twinning relations is an essential element for the implementation of public diplomacy. The article discusses the participation of expert and analytical communities in project activities for the development of international communication, in which local communities participate. The case of cross-border cooperation of the Republic of Karelia is considered. Special attention is paid to the use of expert competencies in the context of a pandemic with restrictions on direct contacts. Based on the analysis of two projects, conclusions are drawn about the significant role of the expert and analytical communities of the region in the implementation of public discussion, educational, and public information functions while supporting the practical activities of non-profit organizations involved in the development of public diplomacy. Включенность общественных организаций в осуществление побратимских связей является важнейшим элементом реализации общественной дипломатии. В статье рассматривается участие экспертно-аналитических сообществ в проектной деятельности по развитию международной коммуникации локальных сообществ на примере приграничного сотрудничества Республики Карелия. Особое внимание уделено использованию компетенций экспертов в условиях пандемии при ограничениях непосредственных контактов. На примере анализа двух кейсов сделаны выводы о значимой роли экспертно-аналитических сообществ региона в реализации публично-дискуссионной, образовательно-просветительской, публично-информационных функций при сопровождении практической деятельности некоммерческих организаций, вовлеченных в развитие общественной дипломатии.
