Born and raised in Scotland, he became a surgeon and physician eventually serving overseas as a Government Medical Officer. In 1888 his role became more administrative serving in several locations including British New Guinea, Lagos and Newfoundland. In 1909 he was appointed Governor of Queensland and in 1910 appointed Chancellor of the university.
