Summary:Abstract This publication has been produced as part of the Finnish-Russian Karelia CBC program project KA8002 SOCCER: “Social cross-border entrepreneurship: Start-up for everyone and opportunities for all.” The aim of the project is to develop entrepreneurship providing socially useful services in the Russian Karelia and Finland through cross-border cooperation. The project aims to develop a cross-border education model in which unemployed young people aged 18–35 in the target group would be guided to find their own business idea in the field of entrepreneurship providing socially useful services. The project also provides information and recommendations on entrepreneurship providing socially useful services in the Russian Karelia and Finland, as well as opportunities for cross-border cooperation in this regard. The publication is divided into four parts. First, the starting points for the SOCCER project and this publication are opened. The second part, based on the survey, describes the needs and opportunities of socially useful entrepreneurship in the border regions of Northern Finland and Russian Karelia. The third part reports on the findings of the expert seminar held in Petrozavodsk at the end of March 2020 on the needs of social services and the opportunities they offer to entrepreneurs. The fourth part contains a rather extensive analysis of socio-economic support services for young people in the border areas of Northern Finland and the Russian Karelia region in the field of social services. This publication can be used as learning material in education that supports entrepreneurship that provides socially useful services. The Karelia CBC program is funded by the European Union, Finland and Russia.
