| Summary: | Slubice and Frankfurt on the Oder are examples of divided towns in the Polish-German borderland. At the start of the 1990s, following many favourable legal regulations and the signing of treaties providing abasis for good neighbourliness, they developed wide-ranging administrative, economic and social co-operation. An effect was the establishment in 1999 of Slubfurt, an association of towns which was entered in the European register of towns ayear later. The eighteen years of experience of the two local governments preclude amodel of transborder co-operation being worked out today. When compared with the centuriesold contacts between the towns of Kerkrade and Herzogenrath, or Tornio and Haparanda, Slubfurt is an illusory form of cultural ventures which, in the course of years and after generational and mental changes, may transform into real measures leading to ajoint form of management. Na początku lat dziewięćdziesiątych XX w., dzięki licznym ikorzystnym uregulowaniom prawnym, jak również podpisaniu traktatów stwarzających podstawy dobrego sąsiedztwa, miasta te rozpoczęły szeroką współpracę administracyjną, gospodarczą ispołeczną. Efektem podjętej kooperacji było powołanie w1999 r. funkcji miasta Slubfurt. Osiemnaście zaledwie lat doświadczeń obu samorządów wyklucza na dzień dzisiejszy możliwość stworzenia modelu współpracy transgranicznej. Slubfurt stanowi – jak na razie – iluzoryczną formę przedsięwzięć społeczno-kulturalnych, która dopiero zbiegiem lat iprzemian pokoleniowo-mentalnych może przekształcić się wrealne działania prowadzące do wspólnego zarządzania. |
