The author, Dr. JM Kirigia is a senior health economist with the World Health Organization (WHO), Regional Office for Africa, Brazzaville, Congo. He holds a Ph.D. in Economics from the University of York, UK; a postgraduate diploma in Health Economics from the Tromso University, Norway; and M.A. (Economics) and Bachelor of Education degrees from the University of Nairobi, Kenya.
