Summary:V diplomskem delu smo raziskovali problematiko vključevanja prestopnikov v socialno in delovno okolje. Predstavili smo pojem in koncept socialne izključenosti v Evropi in opredelili pojem ranljivih skupin. Na eni strani smo poskušali predstaviti zakonsko predpisano vlogo posameznih služb, ki se srečujejo s prestopniki v praksi in njihov pogled na problematiko. Na drugi strani pa opozoriti na težave prestopnikov, ki jih opažajo oni sami ter strokovni delavci, ki so na kakršenkoli način povezani z njimi. Povzamemo lahko, da je za uspešno integracijo v socialno in delovno okolje, nujno potrebno usklajeno delovanje in povezovanje vseh služb na tem področju. Sklepne ugotovitve in njihovi predlogi lahko služijo kot izhodiščne ideje pri nadaljnjem načrtovanju ukrepov za vključevanje v socialno in delovno okolje. Zavedati se moramo, da je integracija prestopnikov v socialno in delovno okolje dolgotrajen proces, ki potrebuje strokovno vodenje in usmerjanje, ki pa ne more biti omejeno le na področje zaposlovanja, ampak mora posegati na vsa področja življenja. Brez podpornega okolja, medsebojnega sodelovanja institucij, zagotovljenega stalnega vira financiranja in razvoja novih inovativnih programov in pristopov pri zaposlovanju, možnosti različnih programov in aktivnosti znotraj zavodov in nudenja dobre podpore v in izven zavoda, je možnost socialne in delovne vključenosti prestopnikov dodatno zmanjšana. In this thesis, we have studied the problem of integration of offenders into social and working environment. We presented the concept of social exclusion in Europe, and define the concept of vulnerable groups. On the one hand, we have tried to present the statutory role of individual institutions that face offenders in practice and their views on the issue. On the other hand, we pointed out the difficulties that are perceived by offenders and the professionals, who are in any way related to them. It can be concluded that for successful integration into social and working environment, cooperation of all institutions that are working on given field is necessary. Conclusions and their proposals can serve as a basic idea for planning further measures for integration into social and working environment. We must recognize that the integration of offenders into social and working environment is a long-term process that needs professional management and guidance it should not be limited to the area of employment only, but should reach to all areas of life. Without a supportive environment, mutual cooperation between the institutions, a steady source of funding, development of innovative programs and approaches for employment opportunities, various programs and activities within institutions, providing good support in and outside the institution, the possibility of social and labor inclusion of offenders is further reduced.
