Summary:V magistrski nalogi prikazujemo mobilnost zaposlenih med Finančnim uradom Kranj kot primerom javne uprave in podjetjem Kopla d.o.o. kot primerom gospodarstva. V obeh organizacijah se srečujejo z mobilnostjo zaposlenih. V uvodnem delu magistrske naloge je predstavljen pojem mobilnosti, nato je opredeljen problem, ki ga želimo raziskati, postavljeni so cilji naloge in hipoteze, predstavljeno je okolje organizacij, definirane so tudi predpostavke in omejitve ter metode dela. V teoretičnem delu magistrske naloge predstavljamo mobilnost, vrste mobilnosti, pravne vidike mobilnosti v javni upravi in v gospodarstvu in kaj vpliva na mobilnost zaposlenih. Posebej smo se osredotočili na vrste mobilnosti, katere smo predstavili in sicer: • prerazporeditev ali horizontalna mobilnost • vertikalna mobilnost • delo na domu • rotacija • začasna premestitev • delo v delovnih ali projektnih skupinah, procesnih timih • fluktuacija – sprememba delodajalca • mobilnost kot posledica vstopa v Evropsko unijo • mobilnost vodilnega osebja Empirični del magistrske naloge zajema predstavitev mobilnosti na primeru ene izmed institucij javne uprave – Finančne uprave Republike Slovenije, Finančnega urada Kranj in kot primerom gospodarstva - podjetja Kopla d.o.o. Raziskava je pokazala, da so se v obeh organizacijah zaposleni največrat srečali z prerazporeditvijo oziroma horizontalno mobilnostjo ter s tem pridobili bolj zahtevno delo. Na Finančnem uradu Kranj je glavni razlog za izvedeno mobilnost njihova sposobnost in delovne navade, pri podjetju Kopla d.o.o. pa je bil glavni razlog za izvedeno mobilnost njihova boljša učinkovitost dela. V obeh organizacijah so mnenja, da so na izvedeno mobilnost najbolj vplivale organizacijske spremembe, pri katerih ima politika velik vpliv, pa naj gre za zakonske ali podzakonske akte, ki so navadno pravna podlaga za različne oblike mobilnosti. V obeh organizacijah bi bilo potrebno zaposlene seznaniti z vso zakonodajo s področja mobilnosti in jim omogočiti izobraževanje ter motivirati, da bi lahko sami s svojimi izkušnjami in idejami vplivali na kvalitetnejše delo in na mobilnost. The topic of my Master´s thesis is mobility of employees between Kranj Financial Office and private company Kopla d.o.o. Both organisations have acknowledged the importance of mobility among their employees. The concept of mobility is presented in the introductory part of the Master´s thesis, followed by the definition of the, problem which the subject of the research, goals and hypotheses, working environment of the organisations, assumptions, limitations and methods of the research. The theoretical part of my Master´s thesis includes a presentation concept of mobility of employees, types of mobility, legal aspects of mobility in public administration of Slovenia and economy as well as the factors which affect the mobility of employees. I have focused on the following types of mobility: • rearrangement or horizontal mobility • vertical mobility • working at home • rotation • temporary transfers • working in project or work groups, process teams • fluctuation - changing of employer • mobility as a consequence of accession to the European Union • mobility of management The empirical part of my Master´s thesis consists of the presentation of Financial Administration of the Republic of Slovenia, Kranj Financial Office, and private company Kopla d.o.o. The results of the research have shown that employees in both organisations have experienced rearrangement and horizontal mobility and as result they acquired a more challenging job to perform. At Finančna uprava Kranj the main reason for mobility was the ability to adapt and their working habits while in, Kopla d.o.o. the main reason for mobility to be introduced was solely to increase the working performance of their employees. Both organisations have acknowledged that mobility has been influenced by changes in organisation that were put in motion by politics through legislation that is commonly the legal base for the mobility to be conducted. Employees of both companies should be informed about complete legislation on mobility they should be educated about this matter and motivated to influence the quality of work and mobility by their experience and ideas.
