Summary: | Rejništvo je zakonsko organizirano kot začasna oblika varstva tistih otrok, ki ne morejo prebivati v biološki družini z namenom, da se razmere v družini uredijo. V proces rejništva so vpleteni različni akterji, ključno vlogo pa imajo pri tem socialni delavci. V diplomski nalogi je obdelano področje rejništva, predvsem z vidika priprave in izvedbe rejništva ter problematike na področju rejništva. Priprava in izvedba rejništva se nanašata na zakonsko določene naloge države, centrov za socialno delo, strokovnih delavcev ter matične družine. Problematika rejništva pa je obravnavana predvsem glede na preobremenjenost strokovnih delavcev v postopku rejništva, neučinkovitost oziroma učinkovitost centrov za socialno delo ter glede na težave, ki jih izpostavljajo rejniki. V okviru diplomske naloge je izvedena tudi spletna anketa med socialnimi delavci z namenom ugotoviti preobremenjenost socialnih delavcev pri izvedbi postopka rejništva v okviru njihovih delovnih nalog. Socialni delavci so sicer potrdili, da so preobremenjeni, vendar pretirane potrebe po pomoči dodatnih strokovnih sodelavcev niso izrazili. Izpostavljajo sicer pomanjkanje kadra, vendar menijo, da lahko, kljub preobremenjenosti, sami v celoti kakovostno opravijo postopek rejništva. Tako so tudi ocenili, da bi diplomirani organizator – menedžer lahko na tem področju izvajal predvsem dokumentacijska dela, promocijo rejništva, organiziral srečanja in dejavnosti za otroke. Nikakor pa po njihovem mnenju tovrstni kader ne bi mogel izvajati zahtevnejših del, npr. pripravljati starše in otroke na namestitev v rejniško družino ali nameščati otroka v rejniško družino ali oblikovati in izvajati individualne projektne skupine. Foster care is legally organized as a temporary form of care for those children who cannot live in their biological family, with the purpose of organizing family issues. Different actors are involved in the process of foster care, but the main role belongs to the social workers. In the thesis, foster care is discussed especially from the point of preparation and implementation of foster care, and main issues of foster care. Preparation and implementation of foster care refer to the statutory functions of Social work centers, professional workers, and biological parents. The issue of foster care is treated mainly with regard to the professional staff’s overload in the process of foster care, ineffectiveness or effectiveness of the Social work centers, and to the issues raised by foster parents. Online survey among social workers was also conducted as part of the thesis, in order to determine the overload of social workers in the implementation process of foster care as part of their work duties. Social workers stated that they are overloaded, but they did not express exaggerated need for additional help of other experts. Otherwise, they do expose the lack of staff, but they believe that they can fully well conduct the process of foster care themselves, despite they are overloaded with work. They also estimated that the graduated organizer manager could mainly perform documentation work, promotion of foster care, and organization of meetings and activities for children. In their opinion, that kind of staff would not be able to perform more difficult tasks, such as preparing parents and children for accommodation in foster family, or developing and implementing individual project teams. |
