Summary:For a dozen years, the European Union (EU) has put in place, due to the increase of its powers, a series of strategies and policies which directly affect maritime affairs. After the establishment in 2007 of the Integrated Maritime Policy , developments in foreign policy and more particularly in security allowed the adoption, in 2014, of the EU Maritime Security Strategy . The latter, which focuses on the European maritime basins (Baltic Sea, Black Sea, Mediterranean and North Sea) but also on “Arctic waters”, the Atlantic Ocean and “waters of the outermost regions”, now constitutes a text of reference. It should also be noted that Mayotte and La Reunion enjoy the status of outermost regions (ORs). The Strategy therefore also concerns, but in a more indirect way, the Indian Ocean. It confirms that the EU is increasingly involved in the field of maritime security In this way, it also addresses many so-called non-traditional security issues, including the fight against maritime pollution. The marine dimension of environmental cooperation is thus relatively developed with the ASEAN countries (Association of Southeast Asian Nations) for example. In reality, these safety and environmental issues are often linked. Thus, the EU naval military operation called "EUNAVFOR Atalanta" was carried out in the Indian Ocean, from 2008, due to the increase in acts of piracy, themselves linked to the plundering of fishery resources off the Somali coast. Today, the networks and monitoring mechanisms as well as the cooperation put in place to fight against acts of piracy are used for maritime surveillance purposes in the broad sense and in particular to monitor trafficking including that of human beings.
