| Summary: | This article aim to discuss a possible effective governance paradigm through the discussion of the fishery management practice in southern ocean area. The first section provides the background of the fishery management system currently effective, including the basic profile of fishery resource, practical implementation of the Convention on the Conservation of Antarctic Marine Living Resources (CCAMLR). Later section will analyze the interaction between the practical implementation of CCAMLR and the Antarctic Treaty System as well as with the rules of marine protected areas (MPAs), clarify which management rules should be referred as priority when comes to the jurisdiction conflict. The final section will try to construct a possible model for the southern ocean international governance. |
