| Summary: | The article reconstructs the history of aid programs to Mediterranean countries from the Marshall Plan to the birth of OEEC. It starts from the difference between aid to growth and aid to development , then explains the dynamics of foreign aid, the debate on their allocation and expenditure, their strategic aims in the assisted countries. It explains the main links between military and civil aid, the diffeent aims of Western European countries and the US, the role of Mediterranean in the North Atlantic security policy. Il saggio ricostruisce per la prima volta le linee della storia degli aiuti esteri nel Mediterraneo e in genere per i paesi "in via di sviluppo" dal piano Marshall alla nascita dell'OCSE. Si prendono le mosse dalla distinzione tra aiuti per la crescita e aiuti per lo sviluppo. Oltre al quadro politico-economico generale si ricostruisce la dinamica degli aiuti esteri, il dibattito sulle forme di erogazione e i loro obiettivi strategici nei paesi assistiti. Si spiegano i meccanismi che legano aiuti civili e militari, le diverse finalità dei principali paesi europei e degli Stati Uniti, il ruolo del Mediterraneo nelle politiche economiche e di sicurezza.
