Summary:5 1 of the citizens of such foreign country in American schools 2 and institutions of higher learning located outside the 3 continental United States, Hawaii, Alaska (including the Aleutian 4 Islands), Puerto Rico, and the Virgin Islands, including 5 payment for transportation, tuition, maintenance, and other 6 expenses incident to scholastic activities; or (B) furnishing 7 transportation for citizens of such foreign country who desire 8 to attend American schools and institutions of higher learning 9 in the continental United States, Hawaii, Alaska (including 10 the Aleutian Islands), Puerto Rico, and the Virgin Islands, 11 and whose attendance will not deprive persons who shall have 12 in the military or naval forces of the United States 13 during World War I or World War II of an opportunity 14 to attend such schools and institutions: Provided, however, 15 That no such agreement or agreements shall provide for the 16 use of an aggregate amount of the currencies, or credits for 17 currencies, of any one country in excess of $20,000,000 or 18 for the expenditure of the currencies, or credits for currencies, 19 of any one foreign country in excess of $2,500,000 annually 20 at the official rate of exchange for such currencies, unless 21 otherwise authorized by Congress, nor shall any such agreement 22 relate to any subject other than the use and expenditure 23 of such currencies or credits for currencies for the purposes 24 herein set forth: And provided further, That in the selection 25 of American citizens for study in foreign countries under this
