Summary:3 1 Alaska (including the Aleutian Islands), Puerto Rico, and 2 the Virgin Islands, for foreign currencies or credits, intangible 3 rights, or benefits or the discharge of claims resulting 4 from the compromise or settlement of such claims by any 5 Government agency in accordance with the law, whenever 6 the Secretary of State determines that it is in the interest 7 of the United States to do so and upon such terms and 8 conditions as he may deem proper. Any foreign currencies 9 or credits acquired by the Department of State pursuant to 10 this subsection shall be administered in accordance with 11 procedures that may from time to time be established by 12 the Secretary of the Treasury and, if and when reduced to 13 United States currency, shall be covered into the Treasury 14 as miscellaneous receipts. 15 " (2) In carrying out the provisions of this section 16 the Secretary of State is hereby authorized to enter into 17 agreement or agreements with any foreign government for 18 the use of currencies, credits for currencies, of such 19 government acquired as a result of such surplus property 20 disposals, for the purpose of providing, by the formation of 21 foundations or otherwise? for (1) financing studies, research, 22 instruction, library operation, and other educational activities 23 of or for American citizens in schools and institutions 24 of higher learning located in such foreign country, or of 25 the citizens of such country in American schools
