Under The Guidance Of: Hamdani, SH., M.Hum, and Subiyatno, SH.To realize the mandate of Article 33 (3) of the Constitution of the Republic of Indonesia Year 1945, Law No. 26 Year 2007 on Spatial Planning stated that the state organizes the arrangement of space, the implementation of the authority of the Government and local government, while respecting the rights of every person.The problem in this research is; the problem in this research is: Why Building Water Front City has not fully Pontianak City Regional Regulation No. 4 of 2002 on Spatial Planning Pontianak City Year 2002-2012Objective: Obtain the data and analyze the factors that lead to development are not yet fully Water Front City Pontianak City Regional Regulation No. 4 of 2002. Elaborate and analyze the efforts made by the relevant agencies in realizing the construction according to the Water Front City Regional Regulation Pontianak No. 4 of 2002. In this study the author uses descriptive analysis method, in which the author examines and analyzes by describing the situation or facts obtained in real time of the study.Conclusion: Factors that cause Development Water Front City has not fully Pontianak City Regional Regulation No. 4 of 2002, among others, limited funds, due to building WFC requires huge funds while the city government's financial capability is very limited; yet achieving the WFC also because there is no RDTR which became the basis for the implementation of development WFC; Soil / land belonging to communities affected by development plans WFC enough so that also require funding for the compensation process; limited personnel or qualified human resources in support of development WFC; and the condition of the building and the existing area (along the Kapuas River and Porcupine River) difficult to do the arrangement.
