La perception est la même dans les pays nordiques : la Russie ne représente pas une menace imminente, mais ses actions inquiètent. Alors que la Norvège et le Danemark (comme l’Islande) font partie de l’Otan, les deux autres pays (Suède et Finlande) mènent une politique de non-alignement militaire, mais renforcent leur défense.
