| Summary: | Opinnäytetyön kuvaus: KASPA -kehittämishanke kohdistuu Inarin ja Utsjoen kuntien kuntoutuksen asiakasyhteistyöryhmien toiminnan vaikuttavuuteen asiakasnäkökulmasta. Hankkeella haetaan vastauksia kuntoutuksen asiakasyhteistyölain, 397/2003, toteutumiseen asiakasnäkökulmasta. Mukana hankkeessa ovat asiakkaat, kuntien KASPA -työryhmän jäsenet ja Lapin sairaanhoitopiirin KASPA -toimikunnan jäsenet. Teoreettinen ja käsitteellinen esittely: Hankkeen tutkimusaineisto koostuu KASPA -ryhmien pöytäkirjoista vuodesta 2003 alkaen, asiakashaastatteluista, työryhmien teemahaastatteluista, kokousten havaintomatriiseista ja KASPA- toimikunnalle suunnatusta Webropol -kyselystä. Aineistot on analysoitu jokainen erikseen ja tulokset esitetään yhteenvetona tulos- ja kehittämisosiossa. Aineiston avulla selvitettiin kehittämisen kohteet asiakkaan aseman ja oikeuksien toteutumisen suhteen. Metodologinen esittely: KASPA -kehittämishanke on monistrateginen toimintatutkimus triangulatiivisin asetelmin. Laadullinen aineisto on analysoitu sisällönanalyysiä käyttäen ja osittain kvantifioitu. Tulos ja kehittämisosiossa olen käyttänyt kehittävän työntutkimuksen menetelmää, koska hankkeen tavoitteena on kehittää KASPA -toimintaa ja aineisto tukee kyseisen menetelmän käyttämistä. Keskeiset tutkimustulokset: KASPA -toiminta ei kaikilta osin ole lain tarkoituksen mukaista. Toiminnan kehittämiseen tarvitaan selkeitä ohjeita ja koulututusta sekä toimikunnan tukea. Yhteistä näkemystä ja halua työryhmän toiminnan kehittämiselle on mutta toiminta ei ole systemaattista. Lain tunteminen on heikkoa eikä kuntalaisilla ole tietoa KASPA -toiminnasta. Tieto toiminnasta ja tarkoituksesta ei ole tavoittanut työryhmien taustaorganisaatioita. Johtopäätökset: Työryhmien toimintaa tulee kehittää asiakaslähtöiseen suuntaan ja vastaamaan lain tarkoitusta. Toimikunnan ja työryhmien yhteistyötä tulee lisätä ja vastuuttaa kunnat asianmukaiseen toimintaan. Tiedotus ryhmän kokoonpanosta ja toiminnasta vaatii tehostamista kunnissa. Thesis description: The KASPA development project focuses on the efficiency of the operation of the cooperational groups in rehabilitation in the municipalities of Inari and Utsjoki from a client point of view. The project intends to answer questions about the realisation of client service cooperation in rehabilitation the law on, 397/2003 from a client perspective. Working together in the project are the client, the members of the KASPA-teams and the members of the KASPA-commission in the health care district of Lapland. Theoretical summary: The research data for the project consists of the minutes of the KASPA-working groups from 2003 to present day, customer interviews, the theme interviews of the working groups, data matrices of the meetings and the Webropol-inquiry assigned to the commission. All the parts of the data have been analysed separately and a summary of the results will be presented in the findings and developments- section. With the help of the data the objects of development were found as regards the fulfillment of the client’s rights and status. Methodological summary: The KASPA-development project is essentially a multistrategic activity analysis with triangulative arrangements. The qualitative data has been analysed using the content analysis method and by partly quantifying it. In the findings and developments-section I have used the instructive work research method, as the aim of the thesis is to develop and enhance the operation of KASPA, and the data used here strongly supports this method. Main results: The KASPA operation is not thoroughly in line with the intentions of the law. Clear instructions as well as education and the support of the commission are needed. There is a will and a common opinion to develop the operation of the team, but at the moment the operation is not systematic. The knowledge of the law is not strong, and the residents of the municipalities do not have any information on the KASPA project. It is clear that the information about the operation or the purpose of the team has not reached the background organisations. Conclusion: The operation of the teams has to be developed towards a more client oriented approach and corresponding to the purposes of the law more effectively. The cooperation between the commission and the teams should be increased and the municipalities have to be made responsible for appropriate actions. Additionally, the information about the operation and composition of the KASPA-working groups needs to be enhanced in the municipalities.
