| Summary: | В рамках данной выпускной работы обоснована привлекательность механизмов государственно-частного партнёрства для развития Северного морского пути. Объектом работы является исследование возможности развития Северного морского пути с применением механизмов ГЧП. В работе освещены основные элементы инфраструктуры проекта и обоснована целесообразность использования механизмов государственно-частного партнёрства. Цель работы – определение ключевых проблем и перспектив применения механизмов государственно-частного партнёрства для развития Северного морского пути. Для формирования структуры и успешного выполнения выпускной квалификационной работы были поставлены и решены следующие задачи: • Анализ государственно-частного партнёрства как механизма реализации инфраструктурных проектов в России; • Анализ текущего состояния Северного морского пути; • Обоснование привлекательности Северного морского пути для государства и для частных инвесторов; • Формирование перечня проблем, мешающих осуществлению проекта; • Апробирование с помощью анкетирования и/или опроса основных стейкхолдеров проекта; • Разработка предложений по структуре проектов ГЧП в отношении Северного морского пути. Поэтапное решение поставленных задач определило структуру исследования, включающего введение, три главы: описание и анализ института государственно-частного партнёрства в Российской Федерации, анализ Северного морского пути и аналитическая глава, посвященная проблемам и перспективам применения механизмов государственно-частного партнёрства для развития Северного морского пути, а также заключение. В первой главе представлена общая информация о практике использования ГЧП для крупных инфраструктурных объектов в России и других странах, проанализированы основные преимущества такой формы взаимодействия государства с частным сектором. Во второй главе обобщена информация по объекту исследования, описаны основные свойства и особенности Северного морского пути, проведён ретроспективный анализ преимуществ реновации и полномасштабного использования морского коридора с географическим, экономическим, политическим и логистическим обоснованием. Третья глава включает в себя обобщающие выводы относительно преимуществ использования формата ГЧП как механизма реновации Северного морского пути и сформированный перечень перспектив и существующих проблем реализации проекта. В ходе исследования было проведено несколько интервью с основными стейкхолдерами и апробацию наработанных материалов. The framework of this thesis justifies the attractiveness of the mechanisms of public-private partnership for the development of the Northern Sea Route. The object of work is to study the possibility of developing the Northern Sea Route using PPP mechanisms. The paper highlights the main elements of the project infrastructure and justifies the use of public-private partnership mechanisms. The aim of the work is to identify key problems and prospects for applying the mechanisms of public-private partnership for the development of the Northern Sea Route. To form the structure and successfully perform the final qualification work the following tasks were set and solved: • Analysis of public-private partnership as a mechanism for implementing infrastructure projects in Russia; • Analysis of the current state and conditions of the Northern Sea Route; • Justification of the attractiveness of the Northern Sea Route for the state and for private investors; • A list of problems that hamper the implementation of the project; • Testing with the help of questionnaires and / or interview of the main stakeholders of the project; • Development of proposals on the structure of PPP projects in relation to the Northern Sea Route. The stage-by-stage solution of the tasks set the structure of the study, including the introduction, three chapters: description and analysis of the institution of public-private partnership in the Russian Federation, analysis of the Northern Sea Route and an analytical chapter on the problems and perspectives of the use of public- private partnership mechanisms for the development of the Northern Sea Route, and a conclusion. The first chapter provides general information on the practice of using PPPs for large infrastructure facilities in Russia and other countries, and analyses the main advantages of this form of government-private sector interaction. The second chapter summarizes information on the subject of the study, describes the main properties and features of the Northern Sea Route, conducted a retrospective analysis of the benefits of renovation and full-scale use of the sea corridor with geographical, economic, political and logistical justification. The third chapter includes general conclusions on the advantages of using the PPP format as a mechanism for the renovation of the Northern Sea Route and a compiled list of perspectives and existing problems of project implementation. During the research, several interviews were conducted with the main stakeholders and approbation of the materials produced.
