Summary:This thesis investigates the dynamics of public-private partnerships (PPPs) in emergency management, with a focus on stakeholder analysis and the case study of the COVID-19 pandemic in Iceland. The COVID-19 pandemic underscored the critical role of collaboration between public and private entities in crisis response. Through a comprehensive literature review and empirical analysis, this study examines the structure, challenges, and contributions of PPPs in emergency management. The case study of Iceland’s response to the pandemic, particularly the partnership between deCODE Genetics and Iceland’s public health authorities, serves as a focal point for exploring the dynamics of PPPs during emergencies. By addressing key research questions related to critical components for successful collaboration and the importance of stakeholder analysis in PPPs, this thesis offers valuable insights into enhancing crisis management strategies. This research conducted twelve semi-structured interviews as part of its methodology, aiming to understand the management of Public-Private Partnerships by stakeholders during emergencies, specifically from a project management perspective. The interviews were meticulously planned and conducted with individuals associated with the selected project, employing purposeful sampling to ensure relevant insights. The subsequent data analysis involved verbatim transcription, open coding, and thematic analysis to identify patterns and themes relevant to the research objectives. The findings highlight the significance of proactive engagement, effective communication, and stakeholder alignment in maximizing the impact of PPPs in emergency response. Moving forward, fostering collaborative approaches, and addressing underlying challenges will be essential for building resilient societies capable of effectively responding to future crises.
