Summary:The security challenges relevant to the Arctic Region are naturally linked to climate change processes, in particular, global warming. In the High North most of the threats are of a non-military character. Furthermore, a great part of security challenges are on the agenda of international cooperation institutions. Except one, which is military security concerns that were emasculated from the table of negatiations at the very birth of the Arctic Council, a major international entity when it comes to Arctic affairs. The discussions on traditional security matters are very limited, only some of them take place bilaterally in less institutionalised frameworks. However, avoiding a dialogue does not necessarily produce a more stable strategic environment. Being a very sensitive topic, hard security is less discussed in academic circles compared to environmental risks, maritime transportation, fishery, hydrocarbons exploitation, legal regimes and international cooperation. It is the mass media that covers the topic, and very often it inadequately labels the political situation with such tags as “the scramble for territory and resources”, “remilitarisation of the Arctic” Though much of the new interest in the region stems from new economic opportunity, there is also a military dimension to the changing Arctic that is increasingly being addressed by the armed forces of the region in military-to-military cooperation.
