Summary:The article considers the efficacy of municipal investment policy in the Russian North and Arctic, as well as the budget security and investment potential of municipalities during financial crises. The measures taken by federal and municipal authorities to create a favorable investment environment are given a performance evaluation. In terms of potential northern municipal investment, it is concluded that the growth and intensification of investment activity depend on the locations and capabilities of city-forming enterprises. Therefore, future investment in the northern regions will be primarily dependent on the stable functioning of oil-and-gas municipalities and monotowns.
