| Summary: | Under the contemporary conditions, when the Arctic has turned into an arena of sharp geopolitical contention, the problem of indigenous numerically small peoples of the North is becoming especially critical. Unfortunately, in spite of the international regulatory and legal documents that have been adopted and federal laws and programs protecting the interests and rights of these peoples, their culture is seen, at times, as having no special significance for our time, and they themselves are considered a hindrance to the industrial development of territories.
