Seated: Mrs. Leonard (Elaine) Fisk, clerk. County Treasurer The first treasurer for Nelson County was appointed by the county commissioners. His name was Edward L. Owen and he served from June 14,1883 to January 5,1885, when Andrew Holman was elected. He served for 13 months when William C. Daniels was appointed in Feb. 1886. In 1893 a quarter of land in Adler Township had a taxable value of $480; with a mill levy of 35.50 mills, and a total tax of $17.04. The same quarter of land in 1982, with a true and full value of $47,900 used to determine the tax and a taxable value of $2393 with a mill levy of 217.67 mills for a total tax of $523.27. The last year of personal property collections was in 1969. In 1973 an estimated market value was placed on the real estate. In 1982 a true and full valuation was placed upon the property to determine the taxes. ASCS The ASCS had its beginnings in Nelson County Aug. 23, 1933, under the name of Agriculture Adjustment Act. Later Production Marketing Administration and now is Agriculture Stabilization and Conservation Service. The office was moved from the old courthouse to the American building 1935 to Goldhammer Weaver building to second story of the bank to new courthouse, again to bank building and in 1957 to its present location on main street in Lakota. C.W. Wolla was the first office manager (15 years) and Elsie Benson was the chief clerk. The first county committeemen were Robert Gardner, Charles Ouradnik and Alfred Thuring. Young men were hired to measure fields until aerial photos were taken. The calculating and map drawings during the summer gave young college- going girls a job. Elsie Benson became the manager when Walla left to become the county agent. The officer to this date had been under the direction of N.D.A.C. At this time they got a divorce from N.D.A.C. and received their orders directly from Washington. This office did cooperate with the extension office to help make bulletins, etc. Elsie continued her managerial work until July 4, 1964. She received a citation for having the best run office in the nine county district from Tom Walker, the district manager in 1963. Carl Larson took a step upward from committman to office manager after Elsie's retirement, retiring in 1976. William Restad, Langdon, 1976-1983 and James Jost, 1983- moved to West Fargo. Restad is now the district manager and resides in Lakota. The most familiar personality, Norman Peterson, a native of Clara Township, began working here February 1959. He was acting manager after Larson's and Restad's resignation and is presently acting manager. Present committeemen are Orville Anderson, Kloten, Dale Flaagen, Tolna, and Norman Severtson, Brocket. Present office workers are Mrs. Dennis (Betty) Lien, Mrs. Gary (Mary Ellen) Scholand, both of Lawton, N.D., Mrs. Rollin (Debby) Brossart, Mrs. Bill (Margo) Vasicek, Mrs. Jack (Pam) Davidson, all of Lakota, Mrs. Allan (Debra) Anderson, Michigan, Randy Miller, Brocket, Warren Ferguson and Norman Pederson, Lakota. ;• ■ i.fjfe&j Treasurer's Office: Mrs. George (Jean) Miller and Mrs. Evelyn Larson, treasurer. 1984 ASC Committee: Orville I.
