Summary:It is shown based on data on the cosmic-ray neutron component, ionospheric soundings, and measurements of cosmic radio-emission absorption at Vostok station (Antarctica) that the ionization of the lower ionosphere increases during low intensity of Forbush-type cosmic rays. This is manifested in increased absorption and the appearance of strong sporadic layers in the E-region.
