WAYS OF REFORMING THE MANAGEMENT SYSTEM OF THE STATE BORDER SERVICE OF UKRAINE AS A COMPONENT OF THE STATE DEFENSE SECTOR

The article considers theoretical and practical aspects of reforming the management system of the State Border Guard Service of Ukraine in accordance with the defined basic course of the state for rapprochement and accession to the North Atlantic Alliance, analyzes the main aspects of building the governing bodies of the Armed Forces and other military formations. Given that the state has identified the main priorities in reforming the components of the security and defense sector of Ukraine according to NATO standards, this fully applies to the State Border Guard Service of Ukraine, which is directly part of the defense and security forces and participates to protect national interests. from military threats at the state border. Analysis of the organizational and staffing structure of the State Border Guard Service of Ukraine, regional administrations and state border guards indicates that in modern conditions the structure of higher authorities is significantly different from the structure of the lower authority, which complicates the decision-making process and complicates the procedure. This was largely revealed during the organization of operational and service activities in the area of the Anti-Terrorist Operation and as part of the Joint Forces operation in some districts of Luhansk and Donetsk regions. The process of decision-making and transfer of orders at the beginning of the Anti-Terrorist Operation took a very long way and required constant coordination with the Administration of the State Border Guard Service of Ukraine. To minimize time and respond quickly to changes in the situation, it was decided to establish a separate governing body within the Joint Forces Operations Command. This approach has significantly improved the interaction of all components of the Joint Forces operation and simplified the decision-making process and bringing tasks to subordinate units. Thus, unification of the governing bodies of the State Border Guard Service of Ukraine, bringing them to the common standards of military formations and governing bodies of the North Atlantic bloc, will ensure rapid cooperation in solving common tasks and will be able to enter the general management system in case of aggression by other states. У статті розглянуто теоретичні та практичні аспекти реформування системи управління Державної прикордонної служби України відповідно до визначеного основного курсу держави на зближення та вступ до Північноатлантичного Альянсу, проаналізовано основні аспекти побудови органів управління Збройних Сил та інших військових формувань України і надано пропозиції щодо уніфікації структури прикордонного відомства. Враховуючи те, що державою визначено основні пріоритети в реформуванні складових сектору безпеки і оборони України за стандартами НАТО, це в повній мірі стосується Державної прикордонної служби України, яка безпосередньо входить до складу сил оборони та сил безпеки й бере участь для вирішення питань захисту національних інтересів держави від воєнних загроз на державному кордоні. Аналіз організаційно-штатної структури Адміністрації Держприкордонслужби України, регіональних управлінь та органів охорони державного кордону вказує на те, що в сучасних умовах структура органів управління вищого органу значно відрізняється від структури нижчестоящого органу управління, що ускладнює процес прийняття рішення та порядок передачі розпоряджень. Це значною мірою було виявлено під час організації оперативно-службової діяльності у зоні проведення Антитерористичної операції та у складі операції Об’єднаних Сил на території окремих районів Луганської та Донецької областей. Процес прийняття рішень та передачі розпоряджень спочатку Антитерористичної операції займав дуже довгий шлях та потребував постійного погодження з Адміністрацією Держприкордонслужби України. Для мінімізації часу й швидкого реагування на зміни в обстановці було прийнято рішення про створення окремого органу управління у складі керівництва операції Об’єднаних сил. Такий підхід значно покращив порядок взаємодії всіх складових операції Об’єднаних сил та спростив процес прийняття рішення й доведення завдань до підпорядкованих підрозділів. Таким чином, уніфікація структур органів управління Державної прикордонної служби України, приведення їх к загальним стандартам військових формувань та органів управління Північноатлантичного блоку, забезпечить швидку взаємодію під час вирішення спільних завдань та буде спроможне увійти в загальну систему управління у разі загрози агресії з боку інших держав.
