offer a The offer islands were stern, unfriendly lumps of rock naked to the pounding seas from the North Atlantic, half-drowned in the spindrift when the nor'easters blew, and cut off from the mainland for weeks and months when the artic pack drove down amongst them. Yet, wherever they offered any kind of shelter for the boats, there our settlements took root and grew, clinging like limpets between wind and water.
