Many general stores had a tobacco cutter that operated on the principle of a cheese cutter but with a much heavier blade. Only tobacco that had the brand name in relief on the stick itself could be so divided - though I believe that a small portion of any brand came to be called a "letter". Nevertheless, the usage began with the JUMBO brand.
