Summary:This report was created for St. John's in January of 1949, just months before Newfoundland was to join Confederation with Canada in order to take advantage of a time when changes at all levels of government were already set in motion. The report does this by providing suggestions meant to strengthen St. John's municipal government through the improvement of services, finances, and organizations, and transferring responsibility for public works and utilities currently held by the city to the new provincial government.
