| Summary: | The purpose of this study is to examine the conditions for working with communication within the municipality of Luleå and to define what areas are experienced as problematic. The study begins with five quality interviews with key persons working with communication. Their experiences have been analyzed in different themes. At the end of this study the results declare what areas are experienced as problematic within communication. Suggestions follows on what improvements can be done to strengthen the position of the strategic communication. In the end it is revealed what factors can contribute for the benefit of the municipality through working with strategic communication.
