Summary:The sudden change in the geopolitical situation following Russia‘s aggression in Ukraine after the annexation of the Crimean peninsula disrupted the security situation in Europe. The Europe states had to take action to ensure European security. The fact that Iceland is a small country without a military in the deteriorating security situation in Europe has brought new challenges, as well as a change in foreign policy. This study analyzes the practical behavior of small states that do not have the means to secure their own economic or political security. In addition to the changed geopolitical situation in Europe, there were other factors in Iceland that became the causes of the changed foreign policy of the state, these factors are singled out in the empirical part of the research. The object of the research is Icelandic foreign policy before and after the annexation of Crimea in 2014. The aim of the research is to analyze how and why Iceland‘s foreign policy has changed since the annexation of Crimea in 2014. During the research 4 tasks are performed, which name the conceptualization of the small state concept, determine the features of the small state foreign policy, as well as present the adequacy of shelter theory and other theories, the empirical part analyzes Iceland comparison of periods and the conclusions that follow. In the theoretical part of the research, the method of analysis of scientific literature is applied, which helps to implement the theoretical task of the research. In the empirical part of the research the method of qualitative research is used- a case study, with the help of official state documents, statements of politicians, and scientific analyzes are studied. The last task uses the method of comparative analysis, which helps to identify specific changes in the state‘s foreign policy. The findings of the research indicate that Iceland‘s foreign policy remains in a searching of economic and security shelter, and Iceland‘s low resilience to changes in the geopolitical situation is one of the main reasons for the changing foreign policy of the state
