Summary:This article deals with the evolution of local self-governance in the different social-political contexts. Analysis especially focuses on the impact of the traditions of local communalism in the development of modern forms of local self-governance. Interaction between the parish meetings and village meetings in the Northern Sweden is analyzed, showing it as the rather unique example of self-emerging expansion of the local self-governance. Some elements of local communalism were present also in Lithuania, but they were very rudimentary because of the underdevelopment of “local democracy.” However, different political regimes and different policies of the central governments was main cause of the direct opposite outcomes in the development of local citizenship in Sweden versus Lithuania during the 19th century.
