Support for regional export activities (cases of regions leaders in growth of export quota)

Foreign trade activity has a strong influence on the socio-economic development of the country. In turn, each of the constituent entities of the Russian Federation contributes, in accordance with the specifics of its location, existing on the territory of the natural resource potential. Due to the fact that the role of the regions in the implementation of the development strategy of the country’s foreign trade is increasing, it is necessary to investigate the problems of foreign trade regulation in order to achieve the required results. To assess the effectiveness of foreign policy conducted, the ranking of all Russian regions for 2010 – 2016 was carried out. in terms of the openness of the economy and the contribution of exports to the size of the gross regional product is estimated. The study analyzed the export activities of the leading regions in the growth of export quotas. Existing measures of state support of foreign trade in the Republic of Buryatia, Magadan region, Kamchatka, Primorsky and Khabarovsk Krai, Orenburg, Rostov, Arkhangelsk, Vologda, Murmansk and Kemerovo regions are considered. The article discusses the impact of government measures to support exports on regional development and suggests ways to adjust them. The study is based on general scientific methods of comparison, analysis and synthesis. As an information base, we used statistical data from state statistical bodies, a strategy for the socio-economic development of regions, and official data from the sites of regional state executive bodies. Внешнеторговая деятельность имеет сильное влияние на социально-экономическое развитие страны. В свою очередь каждый из субъектов Российской Федерации вносит свой вклад, в соответствии со спецификой своего расположения, имеющегося на территории природно-ресурсного потенциала. В связи с тем, что роль регионов в реализации стратегии развития внешней торговли страны повышается, необходимо исследовать проблематику регулирования внешней торговли для достижения необходимых результатов. Для оценки эффективности проводимой внешнеэкономической политики было проведено ранжирование всех российских регионов за 2010 – 2016 гг. по уровню открытости экономики и оценен вклад экспорта в размер валового регионального продукта. В исследовании проведен анализ экспортной деятельности регионов-лидеров по росту экспортной квоты. Рассмотрены существующие меры государственной поддержки внешнеторговой деятельности в Республике Бурятии, Магаданской области, Камчатском, Приморском и Хабаровском крае, Оренбургской, Ростовской, Архангельской, Вологодской, Мурманской и Кемеровской областях. В статье рассмотрено влияние государственных мер поддержки экспорта на развитие регионов и предложены направления их корректировки. Исследование основывается на общенаучных методах сравнения, анализа и синтеза. В качестве информационной базы использованы статистические данные органов государственной статистики, стратегии социально-экономического развития областей, официальные данные с сайтов региональных органов государственной исполнительной власти.
