Summary:The present publication addresses the conceptual approaches to the development of national marine medicine as related to one of the key branches of the national naval policy of Russia, i.e. Pacific Region, which includes 6 of 22 coastal administrative subjects (Chukotian Autonomous Okrug, Magadan Oblast, Kamchatka Region, Khabarovsk Region, Sakhalin Oblast, and Primorskiy Region) and is populated by more than 4 million people. Marine medicine is regarded as an aspect of the national health care system whose objective is to maintain and strengthen the health conditions of professionals in marine activities as well as of people who leave at seacoasts. From the standpoint of national naval policy, marine medicine is its element intended to maintain and protect the labor force of Russian Fleet and to develop a system of monitoring of health conditions of labor force involved in marine activities and of the population of the seacoast regions of the Russian Federation. The priority of healthcare for the developmental strategy of the Russian Federation is highlighted. The task of large-scale modernization of national healthcare, including marine medicine, is nationwide and covers all regions, including the Pacific one. The priorities of the development of healthcare include the improvement of mother-and-child management, a transition to the digital means of information services in medical practice, the use of air medical services for promoting the availability of healthcare in remote regions, the development of personalized medicine, and the establishment of regional Center for Marine Medicine and Marine Medical Counselling Center. The realization of the priority aspects of the development of national and regional healthcare systems will provide for further increases in the availability and quality of healthcare and in social satisfaction with healthcare and, in the final account, will improve the demographic situation in the Pacific Region.
