"Serbia passed the Law on Restitution only in 2011 for two reasons. When all the other former communist countries passed the Law on Restitution, war was raging on the territory of the former Yugoslavia, sanctions were imposed on Serbia and, finally, the government of that time avoided starting any reform process such process of restitution as a key such process. The second reason is related to the period after 2000 when chaotic privatization followed. The interests of buyers in often criminal privatizations were protected by the very state bodies that implemented the privatization. A large number of items for sale were nationalized assets. ."
