| Summary: | The delivery of housing programs in the Northwest Territories in the post—World War II era was part and parcel of government's newly defined northern mandate. Often described as the "northern vision", the northern mandate was a wide ranging initiative that provided for government-orchestrated, northern expansion. Precipitated by both the federal and the territorial governments, the housing programs as delivered under the auspices of the northern vision, more readily provided for the expansionary needs of government than for the shelter needs of the northern residents. La mise en œuvre des programmes de logement dans les Territoires du Nord-Ouest durant la période qui a suivi la Seconde Guerre mondiale faisait partie intégrante du nouveau mandat relatif au Nord défini par le gouvernement. Ce mandat, souvent appelé « vision du Nord », était une opération de grande envergure visant à assurer la main mise du gouvernement sur le développement du Nord. Hâtivement appliqués par les gouvernements fédéral et territorial, les programmes de logement qui ont vu le jour dans le cadre de la « vision du Nord » visaient davantage à répondre aux besoins expansionnistes du gouvernement qu’aux besoins des résidents du Nord en matière de logement. |
