The IWC, which can basically be understood as such a planning authority, had restricted itself to setting quotas and pleading the whaling nations' causes for many years. In the middle of the 70s this rather passive political outlook had been given up in favour of comprehensive management concepts. In the paper the consequences of a management system which is only adjusted to economic efficiency are shown.
