Summary:The economic causes for the overexploitation of the Antarctic baleen whale stocks are worked out. From the viewpoint of the whaling industry overfishing and even extinction may be efficient. Under certain premises this may also be valid for a resource manager. The IWC, which can basically be understood as such a planning authority, had restricted itself to setting quotas and pleading the whaling nations' causes for many years. In the middle of the 70s this rather passive political outlook had been given up in favour of comprehensive management concepts. In the paper the consequences of a management system which is only adjusted to economic efficiency are shown.
