Summary:A permanent seam exists between homeland security (law enforcement) and homeland defense (military). After the 9/11 attacks two organizations were created, the Department of Homeland Security and U.S. Northern Command, one on each side of the divide. After over two years, U.S. Northern Command is still not being fully empowered and utilized as a combatant commander of the U.S. homeland.
