Summary:This document provides a summary of Exercise COOPERATIVE SAFEGUARD 97. It contains observations from the exercise and recommendations pertinent to the planning and conduct of similar exercises in the future. The document was prepared for the U.S. Atlantic Command. This unique and successful event was the first NATO Partnership for Peace (PfP) exercise to be hosted by the Govemment of Iceland and one of the first PfP exercises to use a natural disaster as the scenano. The exercise, scheduled by the Supreme Allied Commander, Atlantic and conducted by the Commander-in-Chief Eastern Atlantic, consisted of two phases: a Command Post Exercise in June 1977 followed by a Live Exercise in July with eight NATO and eleven PfP nations participating.
