Summary:The purpose of the Smart Weapons Operability Enhancement (SWOE) Joint Test and Evaluation Program is to validate the SWOE scene generation procedure. Once validated, this procedure will hopefully change the design-test-redesign approach to smart weapons development, test, and evaluation. Using the SWOE process, smart weapons designers will be able to evaluate their sensor algorithms on simulated scenes with a greater degree of variability than is often presented during the test phase of the design process. The SWOE process will also allow for the smart weapons designs to be evaluated for different environments without the need for expensive and time-consuming data collection exercises. This report describes the site of the SWOE Grayling II data collection exercise, the data collection plans and techniques used, and the data collected. The data collection period covered 43 days from 4 March to 15 April 1994, and this report presents the meteorological, thermal, infrared, and other environmental data collected by the U.S. Army Engineer Waterways Experiment Station.
