Plans were made to construct a major pipeline south across Alaska. During this period, increasing concern for the environment culminated in enactment of stringent legislation, The National Environmental Policy Act. This essay is a case study of the clash between the proponents of the pipeline and environmentalists, both in the courts and in Congress and the resulting delay in the recovery of North Slope oil.
